Joe was born in Macao and immigrated to Canada with his family in 1968. He is active in the community to promote Canadian multiculturalism, Asian cultures and heritages. He is a Director of the Chinese Cultural Centre of Greater Toronto since 2005. He is an active member of the Markham Sunrise Rotary Club, in organizing fundraising events for international and local community projects, including the annual Markham Rotary Ribfest and the Markham Santa Claus Parade. Joe is a registered professional engineer in Ontario. He completed his undergraduate degree in Electrical Engineering at University of Waterloo, and completed his graduate degrees in Master of Engineering and Master of Business Administration (MBA) at University of Ottawa. Joe is a recipient of the Rotary International Foundation’s Paul Harris Fellow Award and a recipient of the Queen Elizabeth II Diamond Jubilee Medal.
